The Former President's Progressive Alarm Overlooks Europe's True Danger: Technological Decline.

Donald Trump's security policy document offers a misguided view of the European Union. The document asserts that open-border policies and what it terms "progressive" policies pose an existential risk to European civilization. Yet, this perspective rests on a serious misreading of the situation. The true challenge confronting the EU is not cultural but technological and economic backwardness.

A Glaring Economic Gap Separating the US and Europe

The data paint a stark picture. From 2008 and 2023, American economic output surged by 87%, compared to a paltry 13.5% growth for the EU. During this time, European income per person dropped from 76.5% to just 50% of the US level. Remarkably, even Mississippi now has a higher per capita income than several leading European economies like Italy and France.

Today, roughly half of the global top fifty tech companies are US-based, while only four are from Europe.

The Innovation Shortfall: A Critical Problem

This widening disparity is driven by superior efficiency gains in the United States, largely due to technological innovation and higher total factor productivity. The scene of global tech leadership is decidedly American. In the last fifty years, hundreds of American startups have scaled into companies valued at over ten billion dollars, compared with only fourteen in Europe.

This gap raises a vital question: In the race for future industries like AI, semiconductors, and fusion energy, where does Europe positioned? Most analysts agree it is essentially a two-horse race between the United States and China, with Europe entering at a clear handicap.

Root Causes of the Continent's Innovation Gap

A number of key reasons account for this innovation chasm.

  • Venture Capital: The US boasts a much more robust and agile network for financing new ventures. The EU still lacks a genuine capital markets union, which caps the scale of emerging companies.
  • Regulatory Fragmentation: Complex and divided regulation hamper Europe. A American entrepreneur can launch a product under one set of laws to access a consumer base of over 330 million. The EU, despite a bigger population, is split among twenty-seven separate systems, creating huge internal barriers.
  • Cultural Attitudes: Views on entrepreneurial failure differ sharply. In some EU nations, business failure was once met with penalties, whereas in the US, it is often considered a valuable lesson.
  • Military Investment: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. The continent's long-term lack of spending in defense has weakened its ability in breakthrough innovation.

A Path Forward: Reasons for Hopefulness

In spite of these hurdles, one can find reasons for optimism. European leaders are growing more conscious of the existential challenge and have begun to advance substantial change. Key reports on EU competitiveness and the single market highlight the necessity of major changes.

Given appropriate incentives and regulatory reforms, Europe's strengths might enable far greater degrees of commercial innovation.

Europe retains significant strengths: high-quality human capital, excellent education systems, and world-class research institutions. Alongside a large internal market and substantial household savings, these elements have the potential to unleash a new wave of investment and entrepreneurship.

Importantly, even if Europe does not become the leader in developing next-generation technologies, it can still dramatically increase economic output by implementing and tailoring innovations from elsewhere.

A Critical Juncture

Europe now faces a decisive crossroads. As the saying goes, decline often happens "gradually and then suddenly". To date, Europe's technological decline has been steady. However, without decisive action to address its deep-seated problems, today's gradual weakening could give way to a sudden and irreversible decline in world influence.
